Ying-Chao Kao, Ph.D. publication,"Health Apartheid during COVID-19: A Decolonial Critique of Racial Politics between Taiwan and the WHO," was recently published by the International Journal of Taiwan Studies, based in the UK.  

This article uses an incident of Tedros's racist allegation in 2020 to build a theory, "Health Apartheid," and conceptualize the global mechanism that has devastated the health of marginalized and under-/mis-/dis-represented nations and populations. Health Apartheid is theorized in three dimensions: (1) global racial politics and four kinds of racism; (2) the imperial logic embedded within the WHO; and (3) the state-centrism in the Westphalian system.
